I went to search for an answer regarding Pikanchi and here are some responses I found on the net, in Japanese and loosely translated by me into English. These are fans answers, so they may or may not be right.

Answer to question regarding the meaning of Pikanchi

ピカイチでハレンチって意味ですよ☆
あと、八塩団地だったので、団地って意味もあるそうです！
まとめると、ピカイチ・ハレンチ・団地って意味だと思います・・・
嵐の５×１０のｐｖで松潤がいってましたよ☆ ピカンチのｐｖ流す前に・・・

It means "Pikaichi¹ and Harenchi²".

And since it was (set in) Yashio Danchi³, it seems like it also has the meaning of Danchi³!

In conclusion, I think it has the meaing of Pikaichi-Harenchi-Danchi...

MatsuJun said that in the 5x10 PV dvd, before the Pikanchi PV played.

1Pikaichi = Outstanding/Top/Number 1
²Harenchi = Shameless, Not seeing shame/embarrassment as shameful or embarrassing but instead is nonchalant towards it
³Yashio Danchi = Yashio Housing Complex, where the characters lived.

If you're asking about the meaning of the term "Pikanchi", it's created by joining "Pikaichi", "Harenchi" and "Danchi". If you watched the movie and listened to the song, I think it'll become easier to understand.

I love this kind of slow pace drama, I forgot the main character name (the father), he is good. Veteran, I presume, coz he also is magnificent in Kimutaku's Change!. Dakara, I wanna see/read his opinion on NIno ><. Their interaction in the drama made me teary-eyed and a whole lot of patience. And when I say teary-eyed, I mean, a real tear-jerker. Patience to wait for the final, just to see these father-son (opps, did I say something, I shouldn't have? ).

PHEW. Fortunately, I just finished the drama before reading this! What a great drama! Beautiful scenery, good acting (on the average), natural flow of story...might be slow for some, but with a bit more patience, it's all worthed it. This is one drama that I finished not feeling amused, amazed or attached. It just left me feeling....like I've learnt something...
How should I put it....the tearjerker parts....felt natural. You know how you cry sometimes while watching a drama, but it feels like you've been cheated by the drama, like the plot was purposely written in that way to bring forth tears? Well, in Yasashii Jikan, it didn't...
I havent watched Change! Is it good?
